According to the provisions of the Measures for Public Participation in Environmental Impact Assessment, the second announcement of the environmental impact assessment of the sulfur gas risk prevention and control emergency disposal device project of Luoyang Lida Chemical Co., Ltd. is as follows:
1. Project Construction
Project Name: Luoyang Lida Chemical Co., Ltd. Sulfur Gas Risk Prevention and Control Emergency Disposal Device Project

Construction site: No.2 District, Baiyang Town, Yiyang County, Luoyang City
Project overview: in order to ensure safe production, a set of sulfur-containing gas emergency disposal and recovery sulfur device will be built for emergency disposal of sulfur-containing flue gas in the system in the event of an accident in the production line. Claus method will be used to recover sulfur-containing flue gas and convert it into sulfur. A small amount of tail gas will be discharged up to standard after further desulfurization treatment, thus improving the risk prevention and control level of enterprises and reducing environmental risks.
Main environmental impacts and proposed environmental protection measures after the completion of the 2. project
(1) Exhaust gas
The waste gas produced by the sulfur-containing gas emergency recovery unit is mainly non-condensable sulfur tail gas. The non-condensable sulfur tail gas is burned by the metal mesh trap and then through the tail gas incinerator. After the incineration tail gas is recovered by the waste heat boiler, it is passed into the cyclone plate desulfurization tower for desulfurization and dust removal treatment and then discharged through the 20m high chimney. The discharge of particulate matter, SO2 and NOx from the incineration tail gas of this project can meet the requirements of the special emission limits of air pollutants in Table 4 of the Discharge Standard of Pollutants for Inorganic Chemical Industry (GB31573-2015).
(2) Waste water
The newly added deionized water produces 0.4 m3/d of concentrated water, which is used to clean the sewage and sprinkle dust suppression in the existing storage yard of the plant. After the wastewater of the cyclone plate desulfurization tower of the project passes through the regeneration tank, the sediment is filtered by the plate and frame filter press, and the alkali liquor enters the alkali liquor tank (volume 50m3) for temporary storage and reuse for desulfurization. The alkali liquor drainage of the cyclone plate desulfurization tower is not discharged; this project will not increase the number of employees and the amount of domestic sewage generated.
(3) Noise
For high-noise equipment, noise reduction measures such as noise elimination, sound insulation and basic vibration reduction are designed to reduce the impact of equipment noise and ensure that the noise at the factory boundary meets the emission standards.
(4) Solid waste
The solid waste of this project is mainly waste catalyst and desulfurization gypsum produced by desulfurization equipment. This time, no new employee labor capacity and no new employee domestic waste will be added.
The desulfurization gypsum produced by the cyclone plate desulfurization tower of this project is sold as building materials. The main component of the waste catalyst replaced by the Claus unit in this project is waste catalyst, which is hazardous waste and shall be treated by qualified units.
